David Davis
David Davis is a cost accountant and an expert
in solid waste macro- and micro-economics. Mr. Davis has held
executive management positions in both local government, and
in the private sector. In his 20 years in the solid waste
industry, Mr. Davis has served as the chief financial officer
for hauling and landfill divisions of a national waste management
company, and provided solid waste consulting service to over
50 local government agencies. Mr. Davis has advised local
governments in the areas of rate setting, service procurement,
regulatory compliance, waste diversion, capital project feasibility,
and operational assessment.
Mr. Davis is an active contributor in the
solid waste industry, and has served on the Board of Directors
of the Southern California Waste Management Forum (SCWMF)
since 1999.
Mr. Davis graduated from Cal State Fullerton
with a B. A. in Finance, and is a Certified Management Accountant.
He is the principal of MSW Consultants and is located in Temecula,

Greg Clumpner
Greg Clumpner is an economist, financial
analyst, and rate-making expert for solid waste, water, and
wastewater utilities. In his 22 years of professional experience,
Mr. Clumpner has provided economic and financial advisory
services to hundreds of local, state, and international clients.
Mr. Clumpner’s work often involves
evaluating the economic, financial, and technical feasibility
of various operational and capital improvement alternatives.
In addition to utility rate and fee studies, Mr. Clumpner
has performed several projects related to utility system valuation,
project financing feasibility, private vs. public service,
and strategic planning.
Mr. Clumpner graduated from the University
of California at Davis with a B. S. in Environmental Planning
and Management, and an M. S. in Agricultural/Managerial Economics.
Mr. Clumpner is the principal of Foresight Consulting, and
is located near Sacramento in the City of Davis, California.

Constance Hornig, Esq.
Constance Hornig is an attorney specializing
in drafting and negotiating solid waste agreements. She is
a recognized expert in all aspects of integrated waste management
including collection, recycling, transfer, processing, disposal
and incineration. Ms. Hornig has 30 years of experience in
the solid waste industry, and has provided legal counsel to
over 50 cities, counties, special districts and state agencies
in the area of solid waste management.
She has served as bond counsel or underwriters
counsel for over 20 debt financings for solid waste facilities,
and served on the California Pollution Control Financing Authority’s
(CPCFA) team of authorized project feasibility consultants.
Ms. Hornig has written and presented on a wide range of topics
related to solid waste management, and is recognized as the
premier solid waste attorney in the Western United States.
Ms. Hornig graduated magna cum laude from
Harvard University and earned her Juris Doctorate from the
University of Chicago. She is the owner of the Law Offices
of Constance Hornig, and is located in Los Angeles, California.

Gary Liss
Gary Liss is a recycling pioneer. He is an
expert in solid waste management, and environmental public
policy. In his 32 years in the field of solid waste and recycling,
Mr. Liss has provided consulting service to over 50 government
agencies (federal, state and local), private recycling businesses
and non-profit organizations. He specializes in the procurement
of solid waste and recycling contracts, strategic analyses
of solid waste rates, development of commercial recycling
incentives, and the development of resource recovery parks.
He has been directly involved in over 20 procurements of local
government solid waste and recycling services.
Mr. Liss served as the solid waste program manager for the
City of San Jose. While with the City of San Jose, Mr. Liss
developed that city’s nationally recognized model recycling
programs which resulted in their current overall diversion
rate of 62%. In San Jose, Mr. Liss managed the overall solid
waste collection, disposal and recycling system with annual
revenues of over $50 million. In 1989, Mr. Liss served as
Secretary to the California State Senate Task Force on Waste
Management that led to the adoption of AB 939. Mr. Liss also
served as the Executive Director of the California Resource
Recovery Association (CRRA) where he organized numerous workshops
and conferences designed to assist CRRA members in their quest
to expand reuse, recycling, composting, and market development
in California.
Mr. Liss earned a B.S. in civil engineering (with an emphasis
on environmental studies) from Tufts University and earned
an M. P. A. from Rutgers University. Mr. Liss is the President
of Gary Liss & Associates, located near Sacramento in

Lynn Merrill
Lynn Merrill is a recognized technical and
operational expert in all aspects of integrated waste management
including collection, recycling, transfer, processing, disposal
and incineration. Mr. Merrill also has significant experience
in street maintenance and stormwater management. Mr. Merrill’s
expertise stems from both his hands-on experience as a manager
of municipal services, and from his research conducted in
the course of publishing over 120 trade journal articles related
to solid waste, erosion control, and stormwater management.
As the Director of the City of San Bernardino
Department of Public Services, Mr. Merrill had full budgetary
and operational responsibility for the refuse collection,
street maintenance, and fleet management divisions of a city
with a population of 185,000. His responsibilities included
managing a staff of 170 employees, and overseeing an annual
budget of approximately $22 million.
As a researcher and author, Mr. Merrill has
published articles on a wide variety of topics including recycling
collection strategy, transfer station configuration, stormwater
design, and sustainable development. His articles appear regularly
in trade journals such as MSW Management and Waste
Age magazine.
Mr. Merrill earned a B. S. in environmental
studies from the University of California at Riverside and
earned a Masters in Public Policy from Claremont Graduate
University. He is the principal of Lynn Merrill Consulting,
and is located in San Bernardino, California. (Back

Dr. Eugene Tseng
Dr. Eugene Tseng is an environmental engineer
and an attorney specializing in environmental law. He is the
chief architect of the California Integrated Waste Management
Board’s waste diversion measurement method. Dr. Tseng
has over 30 years of engineering experience in the solid waste
industry, and has served as an environmental consulting engineer
to dozens of municipal, industrial, and international clients.
Dr. Tseng is an Adjunct Professor of Environmental
Law at the University of La Verne School of Law. He helped
establish and served as Program Director and instructor for
several years at UCLA’s Municipal Solid Waste Program.
As a result, many of the today’s municipal recycling
coordinators are former students of Dr. Tseng.
Dr. Tseng has conducted waste generation
studies and adjusted the AB 939 ‘base year’ for
many California cities, including the cities of Carson, Compton,
Hermosa Beach, Irvine, Los Angeles, Oxnard, San Clemente,
Santa Ana, Santa Fe Springs, Sierra Madre, South Gate, and
Ventura.
Dr. Tseng earned a B. S. in engineering from
UCLA, earned a Juris Doctorate from the University of La Verne,
and completed Harvard University’s Program of Instruction
for Lawyers. He is the Principal of E. Tseng & Associates,
Inc. and is located in Agoura Hills, California. (Back
